[tdwg-tag] Missing TAPIR standard

I don't know where you've got that link.
The link to the current specification is:

http://www.tdwg.org/activities/tapir/specification/

And the link to the XML schema is:

http://rs.tdwg.org/tapir/1.0/schema/tdwg_tapir.xsd

Both seem to be working fine.
