New TDWG Constitution submitted to the membership for review

[ Please excuse the duplicate posts of this important announcement. ] TDWG Executive Committee proposes a new Constitution. In 2015, the TDWG Executive Committee commissioned a team to assess TDWG's structure and effectiveness, and to propose changes to the TDWG Constitution as needed. That work is now complete, and the Executive Committee has advanced the proposal to the membership for review. The revised Constitution aims to engage more people in the ongoing activities of TDWG, and to promote continuity in governance across years. If the proposed Constitution is adopted, new committees will be created and charged with ongoing responsibilities, and new officers will be elected to lead those committees. DwC-A and JSON

Is there or should there be a form of DwC-A serialized with JSON? If no, should Interest Group X ( X= ???) initiate some discussion or Task. If IG X is already at work, where is its discussion? "Class" attribute in DwC

The current DwC Terms [1] (carrying Identifier http://rs.tdwg.org/dwc/2015-03-19/terms/ and Date Modified: 2015-06-02 ) is confusing (confused? silent? ) about the relation of the "sister classes" to the terms intended (?) to be used therewith. For example, dwc:Event, dwc:MachineObservation, and dwc:HumanObservation could reasonably(?) all have dwc:eventDate applied to them. But http://rs.tdwg.org/dwc/terms/index.htm#eventDatesuggests Class=dwc:Event. Now it's human-clear that for each of the "multiple" boldface lines in the index, the second and subsequent terms are meant to be special cases of the left most one. What I can't see is whether [1] intends to encourage (require?) this in some explicit way, and where that explicit way is to be found. In compliance with the directions for requesting changes to the Darwin Core (DwC) vocabulary, we hereby submit to the TDWG Technical Architecture Group a proposal for five new terms to express information on sample-based data. Sample-based data is a type of data available from thousands of environmental, ecological, and natural resource investigations. These can be one-off studies or monitoring programmes. Such data are usually quantitative, calibrated, and follow certain protocols so that changes and trends of populations can be detected. This is in contrast to opportunistic observation and collection data which today form a significant proportion of openly accessible biodiversity data. Sample-based data are often not shared because the underlying protocols have been hard to encode in a standardised way. For further background information and examples, please consult the sample data primer document [1]. We cannot emphasise enough that our intention here is not to establish how data should be captured or modelled but rather demonstrate one way data can be exposed to maximize discoverability and reuse. In particular, GBIF, in association with EU BON [2] project partners, is exploring how the IPT and Darwin Core Archives can enable the flow of sample based data in support of GEO BON Essential Biodiversity Variables (EBVs) [3]. While DwC already provides many terms that are relevant for describing sample-based data, based on several inputs (GBIF organised workshop on sample data, May 2013 ; previous discussions on the TDWG mailing list; discussions on the EU BON mailing list), we have identified a need for five new terms. These are: sampleSize <https://github.com/tdwg/dwc/issues/10> https://github.com/tdwg/dwc/issues/10 #Justification Required for sharing organism abundance data from controlled sampling and monitoring surveys (i.e., sampling events). The value of sampleSize is a number. This was demanded by several people during the discussion of the TDWG sample based data session. If the identifier is local it must exist within the given dataset. Example: A1 identifying the main Whittaker Plot in nested samples, each with their own eventID (e.g., A1:1, A1:2). #Term group Event None of the existing DwC terms is sufficient for any of the proposed terms although two are somewhat related: sampleEffort ("The amount of effort expended during an Event") and individualCount ("The number of individuals represented present at the time of the Occurrence"). If there is anything I can do to facilitate the web site update, please let me know (as in, I am volunteering to hack code or whatever is needed). As to Audubon Core (AC), a little clarification is needed. The only thing so far adopted is the AC data model, more precisely "The Audubon Core Multimedia Resources Metadata schema (“AC schema”, or simply “AC”) is a set of metadata vocabularies for describing biodiversity-related multimedia resources and collections. The specification is independent of how these vocabularies may be represented for machine use." [1] In particular, no artifacts akin to such things as the DwC normative document [2] have been submitted for approval, nor have artifacts akin to Simple Darwin Core [6] though some are under development (*, **). In appearance, the AC documents [1, 3 and 4] together are a bit like the most useful reference for DwC, namely [5]. But unlike [5], [3 and 4] are normative ([1] is not/). Those parts of AC are maintained in a MediaWiki, and would be relatively pointles to put in a public source code repository, perhaps except based on arguments of backup sustainability. In such a case, they would be of use only to AC maintainers, unless the repo happened to support MediaWiki. Just quickly, I got a short statement of work and budget worked out with the potential contractor last winter, but let the project go cold. That was entirely my fault. I had a couple contacts with them through the rest of the year just to maintain contact, and then started to push in late August. Key people were on vacation then, and since I’ve been pushing sending emails and making phone calls trying to get the project started. But I’ve only gotten one response, they’re still interested, but they didn’t tell me when we could start. If anyone knows another Typo3 contractor, I’d be happy to engage with them instead. (The one I’ve been trying to engage is in SF… so I should go knock on their door instead of sending email and phoning.)
