[tdwg-tapir] tapir schema changes summary

Hello,
on top of Renato's larger schema update, I have just edited the TAPIR schema to conform to the following changes. Most of them we discussed on this list before or are pure cosmetic changes to provide a more consistent schema.

REAL SEMANTIC CHANGES
 - add label & documentation element to output model via new extResourceDocumentationType
 - remove reload flag for the outputModel in searchTemplateGroup/outputModel
 - subdivide abstract expression element into simple&complex expression, with literals,concepts&parameters being simple, arithmetic OPs complex expressions.
 - allow IN operator to have only simple expressions as arguments


REMOVED ERRORS
 - capabilities/variables/environment/variable should be unbounded
 - capabilities/variables/environment/custom should reference global element


COSMETIC SCHEMA ADJUSTMENTS
 - use externalResourceType for outputModel link in searchTemplateGroup/outputModel (named outputModelURI before)
 - rename outputModelGroup/structure/schemaLocation into "schema" and also use the externalResourceType
 - change all template related Groups into ComplexTypes
 - add to all complex/simple type names "Type" if not yet named like this
