[tdwg-content] synonyms in DwC Archives

I'm pretty sure we use acceptedNameUsage and acceptedNameUsageID when we
ask partners to share synonyms or when we create connectors to generate
DwC-A files with synonyms.  I wish we had some guidelines or documentation
about this, though.  Will consult with Patrick Leary and get back to you.
