[tdwg-content] Proposal to Add a GeoSpatial "Area" to the DarwinCore

Because the tools and services do not know how to interpret these
dwc:predicates and they do not make use of widely used existing standards.

In a sense, I am not reinventing the wheel. I am taking existing standards
and extending them so that they have the additional attributes that TWDG
says are needed.
