[tdwg-tapir] TapirLink is available

Dear all,

There's a new fully functional TAPIR provider software available to our
community. TapirLink is based on the well-known DiGIR PHP provider. So
those who already have the DiGIR provider can simply run TapirLink in a
separate instance since it doesn't require any extra libraries or
software. It's also possible to import the DiGIR provider configuration.

At this point there may still be some bugs to be fixed before it gets
stable enough for a production environment, but I already invite those who
are interested to give it a try:
