[Tdwg-guid] GUID-2 Outreach Working Group

Hi to all

We have just completed GUID-2 and as one output, an Outreach Working Group
was formed (Rich Pyle, Ben Szekely, Rod Page and myelf) and has placed a
draft of proposed actions on the GUID Wiki.
