I found this message on the CHRONOS news pages:

'Taxonomic Synonymy efforts with GNS New Zealand':
CHRONOS is implementing URNs (Uniform Resource Names) of taxon names
as a means to connect multiple sources of taxonomic data.
Initial tests include Neptune, the Mesozoic Planktonic Foraminifera
Taxonomic Database, and FRED, the paleontological database of the
Geoscience and Nuclear Sciences in New Zealand. Modeled after the
Life Science Identifiers (LSID), taxonURNs are unique IDs.
