[Tdwg-guid] ipni BETA LSID resolution service up

Hi everyone

We now have the IPNI lsid server working - it's still just a 
development project, hasn't been rigorously tested and may still be 
subject to change, but please have a look

Best way is to go to the wiki and follow the links. I've added some 
discussion about what we have/haven't done there as well
