Test LSID resolver for TaxonConcepts

The GBIF Secretariat now has a test LSID resolver running to access
TaxonConcepts based on the data from the Catalogue of Life 2005 Annual
Checklist.  See
http://wiki.gbif.org/guidwiki/wikka.php?wakka=LSIDResolveForTaxonConceptsCoL
for more information.  This is based on a simple mapping of the data into
TCS and then representing the information as rather simple RDF metadata.
