[TDWG-MIDS] MIDS Implementation Conformance Statement (ICS) proforma

Dear all,

As discussed at our last TG meeting I worked on the implementation conformance statement (ICS) proforma for MIDS level 1, incorporating the idea of 'profiles' for different contexts of use as suggested during the meeting.

You can find it as comment/attachment to this issue: https://github.com/tdwg/mids/issues/50. Please have a look and make your comments (both positive supportive ones and constructive criticisms) on the issue.

I also created a MIDS level 1 proposal milestone<https://github.com/tdwg/mids/milestone/1> containing the relevant issues that comprise the MIDS level 1 proposal we aim to settle in September.
