[tdwg-humboldt] Use case representing absences and the Humboldt Extension

Hi folks,

I am super interested to know how this solution sits with you all. It seems
elegant and powerful to me, but that doesn't mean it makes sense or is
intuitive to understand. Trying to find the sweet spot between simplicity,
flexibility, and expressivity.
