[tdwg-content] Replying to all doesn't

It seems incorrect to me that doing "Reply to all" on this list
doesn't actually reply to all (i.e., the list). The only way I see to
actually "reply to all" is to remember to manually edit the To: line
to put in tdwg-content.

Granted, inadvertent "replies to all" when just "reply" was intended
can be annoying and even embarrassing. However, it does seem that if
you explicitly "reply to all," you should do just that.
