Actually,  mentioned that link on 
http://wiki.cs.umb.edu/twiki/bin/view/TDWGImage/ImageLsidResolver 
yesterday. The w3c link leads to some VERY interesting documents 
especially about rationale and use cases, which have wider scope than 
just SW.
