The report of a National Taxonomy Forum, held in October 2007 at the Australian Museum, has just been released- http://www.environment.gov.au/biodiversity/abrs/workshop-forum/pubs/ntf-proc eedings.pdf
While the report is national in scope, the issues addressed and the associated recommendations should (noting recent taxacom postings) have wide applicability. Sober reading.
