[tdwg-tag] Darwin Core cover page a bit of a mess

The Darwin Core cover page at http://www.tdwg.org/standards/450/ (which is linked from the Standards page) looks like a bit of a mess - I'm assuming the Package Contents aren't meant to be rendered the way they are (which is rather gobbledygook), and clicking any of the links doesn't result in anything useful. Is this the result of some auto- generation?
