OGC has an alternative approach. It is the Ontology Definition Metamodel http://www.omg.org/cgi-bin/doc?ad/06-05-01.pdf which has a three year history of careful consideration of most of the complexities that arise in this discussion, clear explication of where they are tricky and what some workarounds are, and a ten year history behind it of how to move from Platform Independent to Platform Specific Models with eyes wide open.
