This isn't my area of expertise, but Iran, along with Cuba, Libya, North Korea, Sudan and Syria, are countries on the United States Office of Foreign Assets Control (http://bit.ly/1BSkd9) sanction list.
Consequently, all US entities, including Google and Sourceforge, must comply with these OFAC regulations. Users from these countries are not allowed to post or access content available through either of these services.

Are there any non-US countries that offer services like Google and Sourceforge but don't distinguish based on the host address? Users in these countries can easily get around these restrictions anyway using Tor for instance, but that isn't the point.
