I don't know where you've got that link. The link to the current specification is:
http://www.tdwg.org/activities/tapir/specification/
And the link to the XML schema is:
http://rs.tdwg.org/tapir/1.0/schema/tdwg_tapir.xsd
Both seem to be working fine.

The downloadable version of the TAPIR standard http://www.tdwg.org/standards/449/ is missing. If you click the "download" link, you get the GUID/LSID applicability statement instead. This is really pretty bad because it means that the "official" standard is not available to the public.
- Can somebody fix this?
- Until it gets fixed, can somebody send me a copy of the archive for
the standard or direct me to an alternative download location?
