Bob's put a draft SDD proposal up for comment. Note that this is a skeleton only - we're trying to work out at the moment how to capture the base elements. Other issues discussed in earlier SDD drafts and through this list - such as data attribution, collation, inheritance etc - will be incorporated if this stuff seems to work so far.
