I received this from a semantic web mailing group that are currently in the process of setting up Sem Web/RDF standards for the Health care / Life science domain (public-semweb-lifesci@w3.org). Yes, http://www.w3.org/TR/2006/WD-swbp-image-annotation-20060322/ is very relevant, interesting, and important. Actually, mentioned that link on http://wiki.cs.umb.edu/twiki/bin/view/TDWGImage/ImageLsidResolver yesterday. The w3c link leads to some VERY interesting documents especially about rationale and use cases, which have wider scope than just SW.
