[tdwg-content] Use of taxonomic concept labels in a revision

Dear TDWGers:

This revision uses taxonomic concept labels to integrate past, currently, and presumably future (differing) views on a (so-perceived) group of weevils. Part of an effort (however partial) to concretize solutions to some well known challenges.
