Dan, I think that you should consider what you found at
https://github.com/tdwg/guid-as
as the authoritative source. I believe that the TDWG GitHub repository is now considered to be the place where the permanent, official copies of standards are stored. The various links at wiki.tdwg.org and www.tdwg.org are probably holdovers from the old TDWG website that have not been cleaned up and made current. I put the pdf version located at

online as a way for people to view the document directly in a browser without having to unzip an archive and own a copy of Microsoft Word (which used to be the only way to look at the document). It should be exactly the same as the final version of the standard that you see on the GitHub site. However, it does not have any official standing - it's something that I just did for convenience.
We do not currently have a ratified Standards Documentation Specification standard, but we probably will soon, and when we do, it is likely that it will specify that standards documents should be easily accessible and viewable without requiring any software that isn't freely available for free. In that case, it would be unacceptable for the final version of a standard to be published as a Word document. Presumably, we would go back to the older standards and make sure that each one is viewable as HTML, MarkDown, or PDF so that they could easily be viewable in a browser.

(Feature request... if possible add some kind of "date" column. to the GUID Documents and Reports table).
I notice that the "GUID" section of the wiki that is linked from the main page does not seem to exist.
