We suggest that taXMLit is a suitable starting-point for this taxonomic content standard. It is a detailed standard, which should allow for markup of any taxonomic literature.  The schema can be found at http://www.sil.si.edu/digitalcollections/bca/status.cfm together with an explanatory document and sample files. We will be updating the version of taXMLit and the sample files next week.
