I was thinking that we are a bit stuck on current vs. new representations and the idea whether a potential semantic version should be fully decidable or if an executable version would be more appropriate.
There is also the issue of the various data restrictions that are entailed in different data sets.
I created the diagram below that I hope will illustrate the following idea.
End users format their data in DarwinCore.
GBIF or some other group would need to clean and normalize this data.
They could then output this data in various forms.
1) One based on a fully decidable model
2) One based on an executable model
3) One based on an executable model that would be open and public This would require some sort of data fuzzying and I was thinking that replacing the actual GPS records with a URI that represents the 10km x 10km region of the earth. The size of 10km x 10km is flexible, it just needs to be some standard size and represented by a URI
