[tdwg-content] Comment links usually 404

I'm on http://rs.tdwg.org/dwc/terms/type-vocabulary/index.htm and notice that most of the comment links 404 (likely on other pages too with terms). Would it be better to either create placeholders for each term for content for these or how will the user figure out how to start adding information?
