I answer: (a) There are lots of open source resolution service implementations around. Google on "LSID resolution" and "LSID authority" and especially see IBM's at http://www.ibm.com/developerworks/oss/lsid/ (b). I find nothing in the LSID spec would inhibit delegated issuance (For example, the "namespace identification" part of an LSID can be partitioned in a way corresponding to issuing organizations) nor delegated resolution.
