[tdwg-tag] Soliciting commentary on Darwin Core-related schema maintenance

Dear Technical Architecture Group, First attempt to post didn't go through. Today I opened an issue <https://github.com/tdwg/dwc/issues/815> in the context of the current Darwin Core public review highlighting a clause in the Darwin Core Data Package Guide that requires institutional decisions and potentially an MOU.
