[tdwg-tag] "Class" attribute in DwC

I have opened https://github.com/tdwg/vocab/issues/26 about DwC Class
hierarchy and hope all discussion will continue there instead of in
the tdwg-tag mailing list.  If nothing else, discussion in the issue
list is less prone to proliferation of many embedded copies of the
traffic.
