[tdwg-tag] Is http://rs.tdwg.org/dwc/terms/history/dwctoabcd/ adopted as a standard?

(a) http://rs.tdwg.org/dwc/terms/history/dwctoabcd/  says it is a TDWG
standard.

(b) http://www.tdwg.org/standards/ does not list it. (?)

Which is right? (Surely the dates in the documents lie in favor (a) being
more plausible.
