[tdwg-tag] proxying rs.tdwg.org to google code

Thanks for this. It allows me here in Iran to consult this site without
going through the tedious remote login process.

Although I still need to take the letter to participate in the discussions,
but that's a very good step.

I agree with having a single repository for the DwC.

Can you be explicit about what you mean by replacing the /dwc? If that
changes it will affect every URI in the standard. That wouldn't be so
good.

The other thing to work out would be development branches.

In the meantime, I will continue to publish commits to both the code
site and rs.tdwg.org Subversion repositories.
