There a quite a few software hosting services:
But, I haven't sorted out which are US and which non-US or whether any
of them are applicable for TDWG.

Moving to google code brings a new set of issues.
TDWG requires universal access and Google does not provide this.
Donat, for example, will be caught between Iraq and a hard place.
