[tdwg-tag] TCS-RDF validation

Dear tags,
ETI & GBIF is working on a software that wants to produce TCS as RDF  
documents. The question the developers are facing now is how can they  
test and make sure that the resulting RDF is "valid" according to the  
ontology? Validation for the syntactical correctness of RDF can be  
done, but validation against OWL, does that work? Can you check that  
all the URIs used in the RDF instances are defined in a certain  
ontology for example? And should TDWG maybe provide a conformance test  
for all its standards, maybe even requiring such a test for a standard  
before it is accepted?

In particular I wonder if anyone has experience with the following  
tools or knows about others?
Maybe Protege has something to offer too?
