[tdwg-content] Latest DwC as TAPIR output model?

Ok, Markus, I made all changes as you suggested: Original schemas hosted
at googlecode, and all other stuff hosted at rs.twdg.org. No duplication.
The only changes I had to make yesterday were on the model and the cns.
