I agree. I've added an issue to challenge case 6 to address this.

6. Remote and local taxon lists
  a.. remote referencing of hierarchies from master lists e.g. ITIS
  b.. local definition of hierarchies
  c.. efficient rearrangement of hierarchies with knowledge changes
  d.. alternate hierarchies
